LEGACY FORUMS AND DIALOGUES |
| To foster dialogue on weapons of mass destruction, nonproliferation, and threat reduction issues, Global Green USA and its Green Cross affiliates bring together U.S. and foreign military and government officials, experts and private citizens in a variety of formats, from high-level meetings between senior policymakers to expert seminars to public forums. |

| Known as “Track II” or backchannel diplomacy, these initiatives complement official government channels and are essential to real progress. |

The Global Green Legacy Forum, created in 1994, was designed to facilitate dialogue on key military-environmental issues and encourage networking at the local, regional, national, and international levels. Recent Legacy Forums have taken place on Capitol Hill in Washington, DC, and spotlighted chemical weapons and threat reduction challenges. Congressional Members and staff, senior U.S. and foreign officials, leading experts on weapons of mass destruction, and citizens from weapons stockpile communities have all taken part in these open discussions.

The Green Cross National Dialogue on chemical weapons destruction in Russia is held annually in Moscow around the November 5 anniversary of the Russian Duma’s ratification of the Chemical Weapons Convention in 1997. The forum brings together citizen and elected representatives of chemical weapons stockpile regions, federal agencies responsible for chemical weapons destruction, the Organization for the Prohibition of Chemical Weapons, countries providing assistance to Russian chemical weapons destruction, Russian and foreign non-governmental organizations, academia, and mass media.

The Green Cross National Dialogue on Russian nuclear weapons dismantlement and nonproliferation works pro-actively towards the resolution to questions on nuclear challenges in Russia. Based on the format of the succesful Chemical National Dialogue, its aims will be to stimulate discussion, provide greater transparency, and initiate a longer-ter m dialogue process to include all layers of society and national and international stakeholder groups about the future role of the military and civilian atom.

| EVENTS AT STOCKPILE COMMUNITIES |

Green Cross Public Outreach and Information Staff in Shchuchy'e |
The global elimination of Cold War-era weapons stockpiles and the lock-down of dangerous weapons materials is an expensive, technically complex and politically challenging proposition, with implications for security, public health and the environment. The stakes are high, and failure is not an option.
While many factors contribute to successful demilitarization, the involvement, understanding and acceptance of local communities are essential. Inclusion of communities in the policy-making process creates a higher probability of acceptance. Engaging communities in dialogue permits identification and early resolution of problems.

| Mitigating the safety, public health, and environmental concerns of stockpile communities creates the conditions for safe and environmentally-sound demilitarization. |

| In Russia, where transparency and public input are fairly new concepts, the Legacy Program spearheads a range of public outreach and education initiatives. The Legacy Program operates eleven public outreach and information centers (POIOs) to educate and support communities near chemical weapons stockpiles. The centers are an important resource for residents seeking access to information and a channel to communicate with authorities. In addition, the Legacy Program helps stockpile communities organize citizens’ advisory committees and facilitates dialogue through public hearings and forums. |

| LEGACY COOPERATIVE THREAT REDUCTION WORKING GROUP |

The D.C.-based Cooperative Threat Reduction (CTR) Working Group, chaired by Global Green USA’s Legacy Program, is an informal network of arms control, peace, environment, health and technology experts and Congressional staff which meets to discuss and strategize on issues related to weapons of mass destruction and threat reduction. |

The CTR Working Group is named after the Cooperative Threat Reduction (“Nunn-Lugar”) Program, a congressional initiative authorizing U.S. assistance to the Former Soviet Union to dismantle and destroy weapons of mass destruction, strengthen the security of nuclear weapons and fissile materials in connection with dismantlement, prevent proliferation, and help demilitarize the infrastructure supporting weapons of mass destruction. A major focus of the CTR Working Group is to promote the program through education, letter-writing campaigns and media outreach, and to strengthen the CTR Program through policy recommendations.
